Personal items allowance when visiting UK

I would like to understand if there are any customs restrictions on visitors to the UK for the personal items they bring with them; items which they plan to take back with them. By personal items I mean, mainly, clothing, bags and jewellery. I found this (gov.uk) page on "Bringing goods into the UK for personal use". However, I don't understand:

  • (a) if clothing or jewellery counts as such "goods"; and
  • (b) if those rules still apply when you plan to take those "goods" out of the UK with you.

They give examples of "goods" as cigarettes and wine, which is the sort of thing you could sell and easily put a value on, unlike the sort of personal items I'm considering.

I also found this (gov.uk) page on "Take cash in and out of the UK", but, I doubt that has anything to do with the value of personal items.
